Canada's temporary worker program has been revised recently.
In my opinions, it should be reserved for a few of executives, high level
management, or technical experts. They can't open a company in Canada and
recruit 20% of staff from their country of origin.

A quick test would be
1. Is their country a developed country?
2. Are they happier to live in their country?
3. Did they come here for a permanent resident in Canada?
4. Did they come with a private insurance or relying Canadian public health
care?
5. I heard that many came to Canada for a PR or citizenship, and then find
their ways to USA.
Seriously Canada shouldn’t be worry about temporary workers
from USA as Americans preferred to live in USA. Therefore they would go back to
USA one day. Only a few Americans decided to settle in Canada. The reverse was
true as many Canadians wanted to fly south for opportunities and warmer
climates.
-> The same arguments would apply to other temporary
workers coming to Canada.

Have you ever worked in hi-tech industries? Nobody is an expert, and it really
takes long time to acquire knowledge. I am not too worried about hi-tech personnel;
especially they've come from developed countries.
At one point Ericsson in Montreal had transferred staff from other countries to
Montreal office for a new line of product, but they have then trained and hired
more local staff there. Ericsson temporary staff used to move to another office
after a few years. Ericsson really has a mobile work force.

CNOOC kept getting Chinese workers to Canada for oil sands by firing Canadian
workers.
- First Chinese don't have expertise in oil sands.
- Second they're poorly educated. Their president had
excused while Chinese visited other countries, destroyed other personal
property and public property.
-> Why are they coming to Canada? They wanted to destroy
Canadian properties?
- Third Canadian government won't issue work visa or PR for
them. Why keep coming?

Do you think that governments should allow illegal residents becoming permanent
residents? I heard that this option was impossible; because they didn't want
future illegal immigrants came.
