34. Using powerline for signal communications should be banned

Governments should ban using power line as a transmission medium for signal communications, e.g. Internet and telecom.

Some telecom operators have to provide wireless telephony in rural areas, where the area is large and fewer subscribers. Therefore investment in those rural areas is not effective or ROI is very low. The same issue applies to Internet Service Providers, ISP. That's why they like to use powerline for data or voice communications.

The problem was we could not insert a packet analyzer to localize signals or messages in between a powerline, i.e. we could not prevent spreading of deadly signals or track down a dangerous source of signals. By the way, ability to track down a deadly source didn't mean that we could do so easily as they have faked IP addresses and phone numbers.

We could insert a packet analyzer in between an Internet line or a telecom line with special network cards.
If telecom operators use "military model", they could offer local 5G telephony (5G frequency instead of military frequency) in rural areas at lower costs. Outgoing phones would use satellite networks. 
If ISP use the wireless LAN or satellite network, they could offer local Internet and remote connection to Internet networks.
If using satellite is so expensive, both telecom operators and ISP could run a single/double cables depending on traffic to nearest large city, where a regular network built. That city would be their roaming or transfer point. Both service providers could share those cables. The only difference was using different network cards, i.e. telecom card or Internet card, in their servers to extract correct signals or messages. Signals are multiplexed and use different bandwidths.
